You can set Admin permission in Settings > Admin Settings. Click the Add Admin icon at upper right to add a person, and click the Edit Permission icon on the row of the person's name to be able to assign various permission for the Webmaster and other modules of BoosterHub.

There you make Admins by searching for Member names
