Go to Webmaster and select the Page you would like to publish. Once inside the page, click Save and Publish on the up arrow in the upper right-hand corner. This will take the page Live. 

If you would like to turn the page Off, navigate to Webmaster, and on the particular Page you would like to turn off, move the toggle from Live to Off.
