You can only move the toggle to Off; the Live setting is automatically indicated when you publish that Page. To make your Page live, you will need to first navigate to Webmaster, select the Page you want to publish. Once inside the page, click the Save and Publish up arrow in the upper right hand corner. This will automatically take the Page to Live. Going back to Webmaster, you will see that the toggle under the Page is now Live. The toggle is used to show you which pages are live. However, you can directly use the toggle to turn the pages Off.
