Only Admins can add a new Folder in File Manager. Ask one of your club Admins to make you an Admin and adjust your permission to allow making changes to File Manager. They can do so in Settings > Admin Settings, selecting the Add Admin icon, then searching for your name and setting your Manage Files permission to Full.

Then, go to File Manager and click the New Folder button.
